I've only ever seen it once, and I want the units from it.

I'd say shoot for 90-100 attack and somewhere around 7-12 PP on things. Depends on your class though, I play Fi/Hu. I have a total 169 PP currently (working on getting the last 2 class boosts I'm missing for the free 4 PP), and at least 100 attack on every unit and weapon.

It's better to plan ahead and do everything you would want at once instead of solely focusing on affixing PP alone, then choosing to add Attack later on, that'll be more expensive and a huge hassle.

They're just untradable. It's how sega decided to make a profit from SG (also you can make quite a bit of SG without paying anything). You can trade them in for SG Badges though, which once you collect 40 of them, you can trade in for an SG cosmetic of your choice.
SH Badges also stack, so a bunch of separate SG costumes in your storage can be reduced to just 1 spot.

I was wondering does RDR 250% affect the rewards you get from featured quests? I'm getting a lot of gold bonus keys when they're active, and complete bullshit for ALL four quests when I don't use them, is anyone else getting similar results?

I'm getting complete bullshit for all quests. And I'm not using boosters usually unless they still running.
I'll try to use rdr+250% tomorrow but I'm pretty sure that the best thing I'll get will be like one tokyo silver.
