Some titles won't show up at all in game until you've acquired the previous title.

Personally sitting at 1037 titles unlocked here, with none of the geographically locked titles acquired (no way I'm getting any of the netcafe titles unless I go on another vacation to Japan).

Get it directly from SH AQ drop, I think (higher risk seems to be better chance too).
Forest / Quarry / Dragon Altar / Tunnel ..... you can double check on swiki too

I had the glitch once where my character was only wearing inner-wear in the lobby. I want to replicate that to make an absolutely horrendous, eye-scarring outfit. How do I get that glitch back, does anyone know?

AFAIK, blue weapons are not dropped by any specific enemy. They can drop from any enemy in the area, except maybe bosses. You can purchase various capsules with ~70,000 meseta or for 250 casino coins each (limit 50 per week). The best way to get them from the AQ is to run it in a group of 4, which increases the number of enemies that spawn.

Area drops, so all mobs should be able to drop (not sure for bosses)

You can also rotate the capsules .....

Do Forest / Tunnel using D capsules to get E capsules ......
Do Quarry using E capsules to get F capsules ......
Do Altar using F capsules to get D capsules ....
repeat

I don't have that much capsules either, but, I did rotate them, and I got more than I need (with 3 AI to make full party).
Don't forget the 250% RDR when grinding those (for capsules and blue rod) though.
