It will likely be a reward for the anniversary event, so I would expect it to be late-July, early-August, assuming we don't get a surprise one for the game winning a Webmoney award or something.

No, it doesn't; you have to level it up to lv20 to get the full reduction.
Does L/Tech C Parrying skill ring affect hero talis as well?

Say I'm grinding a weapon from +0 to +35, and I use a Ray +30 fodder. Will I lose the EXP past the +10 grind cap?
