    Man, other countries must just laugh at us. Our own government can't even work right. I don't think it has since the 1940s.

    It's been building up to this since Reagan. There was a rather interesting documentary on the subject of state partisanship, and how it really kicked in with (/because of) Reagan. It's stuck pretty much ever since.
