And that's why you're wrong, since a "talis exclusive" skill still applies to your total T-Atk. Or rather, your end damage with techs.
Assume 800 Base T-Atk, and 300 T-Atk from affixes+set bonus.
Total with PWand: 2,262
Total with Premicheros: 2,034
Using this skilltree, the only difference between the two weapons would be 120% in favor of a talis.
Against a target with 0 T-Def, it's essentially like having 2,441 total T-Atk with the talis.

Except that no matter what the stats are of you or your target the only variable is the weapon. You can only get the talis to be more powerful if you have enough T-Atk to get that 20% bonus to overcome the PWand's T-Atk with your base T-Atk.
Though really. This is all theoretical and completely pointless as the amount of people who have PWand would probably never even consider trading it in for a ANYTHING unless it became so outclassed that you were talking about a weapon that essentially made it 100% useless(something that has like 500 more T-Atk or 1000 more).
