They are, but you can't say they're ungodly shit tier and it's impossible to succeed with a HU main (that's actually focused on HU weapons).
Though on that note, I really hate Combat Escape.
Whenever I turn on Katana Combat now it just removes all thought from the equation. Lock onto weak point, HUEHUHUE hatou rindo/shunka spam. I don't think Shunka would be half as bitched about honestly if Combat Escape didn't exist.

so when wand lovers is changed will te/hu need s atk mag or t atk mag?
As a Newman, I'm going for 95 T-ATK and 80-SATK. Go for higher T-ATK because most of the wands use that as a requirement (I reach 693 T-ATK for requirements, with this setup as TE/HU).
However if you're any other race, you might want to have even more T-ATK on the mag to reach the requirements more easily.

It would be nice if they had a skill that converts a Mag's T-ATK into S-ATK at a certain ratio.
100% minimum would be balanced, IMO.

Honestly, I'm still waiting for Wand Reactor to turn 40% of your total tatk into satk. Either that, or replace it with a properly useful skill - Tech Zero Range Advance. Yes yes, let it apply to the wand melee despite having only "tech" in the name.
