If you want to just play PSO2, then that should be fine.
You can get a copies of Windows 7 for free somewhere and get a key for free (Illegally), and put it on a CD and make your computer have Windows 7, but I won't say anymore on this subject. I forgot where I got mine.
That one is ok but im not to keen on that cpu, personally I would stick with the I5-4670k as its vastly superior then the fx-4100. I say check these ones out:

anyway checked the american staples page and most the computers in your price range, and most of them are not that good/ and look cheap.

Graphics Designer/Product Designer/Illustrator/General handy guy/not taking any requests right now.
I would highly recommend ordering individual pieces and building your own PC if you have the time to educate yourself (or can find help). Not only will you get more bang for your buck but you'll learn a lot about what makes a good gaming PC. I have yet to find a pre-built PC from a retailer that doesn't ramp up the cost by adding un-needed features and sacrificing on good components like how most dumb down the graphics card for a bigger hard drive or an extra 4 gigs or System Ram. Not to mention if you build your own you can use Windows 7 with full rights and avoid all the adware they place pre-installed like staples apps.. also you don't have to lose your entire PC if something goes wrong, just replace the faulty part and the warranty will be separate for each piece.
But, then again, if you are just wanting to play PSO2 the requirements are pretty low so you should be fine with nearly anything ^.-
