What's bad about the build? You have the perfect idea as to what Techer SHOULD be able to do.
Techer would be good if you could max out wind mastery and dark master and PP convert. But you can't. If you go wind you can be good at mobbing but suck against bosses. If you go dark you can namegid dragonkin and certain other bosses and kill them relatively fast.
But you can't. :/

It's dumb, don't do it.
Play Human/Duman Force, or Human/Newman melee/ranged if you want, it's no big deal. But don't do Cast Force.

The question is, was it worse back at the time where Unit requirements were actually limiting, and cast had problems equipping units without mag investment, or now when force has so many issues in SH but the TDEF disadvantage isn't that relevant?
At least now a FOcast can support just as badly as a Newearl
