Odd Installation Problem

Hello.
I am new, and yet to download but that is the problem.

I will download the launcher at http://pso2.jp/players/download/ , then run the download.

When it come up with the installation/download screen, there is no folder preference at the top and when i click the button it will not download.




I've updated my Direct X and tried this without my firewall on. Still the same thing happens.
My computer is running Windows XP with the 3rd part installed.
I have checked and i understand that my computer meets the requirements.

I don't know whats wrong.

~ I've followed the tutorial until part 4.

After clicking the top of the two buttons i was transferred to this page:
http://pso2.jp/players/
From there, how can i complete/ continue on with part 4 of registering my SEGA ID with the game?

I've logged in and there is a list with buttons, but the top of the list has this:
