Don't quote me on this, but he may have to unlock the other time attacks by unlocking all the areas in free explore associated with that Time Attack. Lillipa is desert and tunnels, so has he unlocked tunnels free explore yet?

EDIT: looks like thats just to unlock the actual time attack, not the orders.

Upon completing the Time Attack he should be given the orders from Klotho.... hmm
