New player, I have a question

I havent been able to find other people to play with, I've managed to reach level 20 without interacting with another human being and it's getting to the point now were i want to rectify this.

So I want to know where to go to find other people to play with, im not asking for others to make new characters to play with me, just where do i go to find other level 20s running consistent content?
