What does the little star on some of the weapons mean?

Anything with a star indicates that you can use that weapon to full effect. Anything without means you can potentially squeeze more power out of it, by levelling (unless you're already at level cap).

Im only at 40 RA. So if i wanna utilize that. What rarity of weapon should i get on pso2 side?

Are the current 11 star units in the shop "visible" and tradable for 11 star unit passes in the PC version?

Overall, you want the weapons that are es exclusive (to obtain). Those weapons contain extra usability properties and other properties to grant them more power than conventional 12 and 13* weapons (alll of the special es obtained weapons are 11*)

Since you're a rifle user, get a Huriosnouti (ヒュリオスノーティ) and upgrade to Kalmerialis (カルメリアリス) once you go higher in levels. Huriosnouti contains the Early Learner property, which lets you utilize a weapon's full power sooner at lower levels. Kalmerialis has the elemental Resonance property, which increases the weapons power based on how much element you are armed with matching the element of the weapon itself. 250 element matching your weapon's element will add another 251~ attack power to your weapon.

Really I've been playing noob like since i never really took the time to figure everything else.

I understand there's a scale down depending on the rarity but didn't know what type of rifle from PSO2 would be ideal to use at 40 to maximize it. (50% attirbute and all that fun stuff)

What you use is actually ultimately irrelevant, as all weapons, regardless of rarity get scaled to your level outside of the weapons with the early learner bonus.
