Would expect as much if you are having issues with it.
I'm using Galaxy Tab S 8.4 which is pretty much tablet version of Note 3, but mine have Exynos 5420 chip and it runs fine after the update.
I saw a notification about the new update doesn't support Non-Neon chip, it might be the case.
At the moment they are doing another maintenance, maybe there is something wrong with current build, so wait till the maintenance is done and try again.

If you mean this, it's 13* New type weapons. that will be through the new Supreme Ranking Emergency Quest
So it's not in at this time.

And so far, only 3 weapon of it has been shown.

I previously had the patch and game installed when i went to update the patch didn't work. I did the usual reinstall the patch and then the game if that didn't work. Whenever i install the patch the game insists on downloading some things and presumably just downloads over the patch. I'm assuming that i just need to wait for a patch update. If there's something else i should be doing could someone please tell me what that would be? Thanks and have a nice thanksgiving.

The english patch is broken and can't be fixed until a new method of patching is developed. Also, if you're running a non NEON-based System on a Chip, then the game will not run, as this is a result of switching from unity 4 to unity 5.
