.dll error when I try to open Tweaker

I'm opening PSO Tweaker to play Phantasy Star Online 2 on the japanese servers. Well today It's only started giving me this error, It has worked fine the past 2-3 weeks and I'm a bit stuck.
This is the error I've received.
C:\Windows\system32\mshtml.dll is either not designed to run on Windows or it contains an error. Try installing the program again using the original installation media or contact your system administrator or the software vendor for support. Error status 0xc0000006
Only started today, I've done a malware scanner, deleted 4 malwares, and tried to system restore but those said that it couldn't restore it was currupted. Am i just pretty much screwed, should I just re-install Windows 8.1 (not much of a problem just more of an inconvenience to do so but I can)
Any Ideas, thoughts, or instructions are appreciated.
