Anyway, needless bashing aside. For city and State/Region, is this site supposed to show 'your' location, or the location of some type of hardware?

The location that the ip is supposed to be connected to. In general, ISPs provide specific locations with a certain IP range to make it easier to know where they're from for whatever reasons.
