When does the pre-patch get applied?

I thought the pre-patch was for the EP3 update, but realized it might a thing they do for all updates now, so I wanted clarification before I screwed over everyone who downloaded the pre-patch via Tweaker. Thanks for actually answering my question.

No. I thought I had until the end of august to write the installation code and could be lazy about it. I made this thread because I wanted to get the code written before the update hit in about an hour if it was meant for this update.

Well I am at least glad/relieved this thread was made, otherwise everyone (well at least the tweaker users) wouldn't be up to date and would be screwed. Very hard. Well maybe that's just me =/, but anyhow thank you Aida!
