Does the Shifta, Deband, and Zanverse from the Shift followup of the PA scale with your own Technique level? Like if you have Shifta 1, and you do Gust strike into shift, the shifta u gain is a level 1?

Yes. If you have any skills that affect it and any craft effects (other than charge speed or pp cost) affect it as well. If you don't have the tech at all I'm not sure what happens though.
If you don't have the tech nothing comes out. (see: Challenge Quests)

Selphea, are there any good 11* wep for both JB and DB that your guide does not mention ? Ones that might do as well or better than the mid range weapons you listed ?

Next step down would be the 12* Aerial Burst chainsaw-looking boots. Below that just go with crafted Arestice.
