I think the shift button has something to do with the aerial evasion seen only once during the rock bear fight.
IT's also shown durring the PA showcase for the boots. I think it's the deband PA.
After rewatching the trailer I think the shift action for boots is actually going to be that spin/whistle thing. It might still be related to switch strike though, like how Double Saber's action doesn't do anything until you get the gear.
something that sat in my mind for a bit was
what if
jet skates could "shoot" basic spells like in the trailer
but the spell you shoot is dependent on your weapons element?
in PSZ, there is an all class rod that has a special PA.
what the pa does is that it shoots a one of 3 basic techs at the enemy. foie, barta, or zonde.
so the precedent is there.
and PSO2 is nothing more than an expanded console version of PSZ.

Yeah they've shown pretty much the exact opposite:
If you cast a tech, your boots are charged with that element.
Shifta, Ilfoie, Ilgrants, Megid, and Zonde/Zan/Grants/Barta/Foie have all been deliberately cast from Jet Boots in a preview video, mostly as an example to show off the elemental kicks you get afterwards.
