Unable to access PSO2 103 and 249 errors keep hitting me

After using the tweaker to install the game and patches i am unable to access PSO2, i am currenty trying with the hotspot shield and if i use united states region i get 103 error and if i access through the tweaker i manage to get to the id password screen, once i enter them i catch 249, anything i can do or have we been kicked to the curb? lol

Er, if you use a VPN, set the VPN to Japan, not the US.
