it says in you database that this can only be equipped by a force character but my RAmarl can use it, i havent tried the other classes but RAcaseal can also equip it. you may want to check that out.

ill try to find someone from other classes to see, ill report back after i get them all done.
RAcaseal can't equip it because she doesn't have any MST
Also, FOnewm(and I guess FOmar too) can't equip it.
All female non droids can use it.

Oops, my bad on the RAcaseal thing. Ill confirm the all female non Droid usable later tonight.
