As for your other question, I imagine there must be miles and miles of sub-surface tunnels on every colony ship. If you look at a picture of a colony ship, the city is only a small portion of it. So what's in the rest of it? It's not that far-fetched to imagine there might be a few unused tunnels here and there. Think of it like a real city--due to construction or various reasons, certain areas may get sealed off. For example, I once read an article about London's long-forgotten subway stations.
Feoh, where this story takes place, is Colony Ship 01. The first in the fleet. That's why I imagined it's home to "old money"--wealthy families who own large portions of land. There's still the same urban layout, but some of those families have bought up tracts and carved out their own little estates within the city.
