The main issue i see with Dex mags largely comes down to most builds that could utilize them will likely also be builds that can get high levels of crit, and that makes more sense to stack Atk and crit. If your build does not utilize crit, you are likely going to move from crafted weps to 10* + weps instead and again as your guide states Dex becomes meaningless again.
Don't get me wrong there are some builds that can use a Dex mag, though it is a very specialised build that is going to benefit from such a specialised mag,
That really depends - something like Switch Strike Boots Bo/Hu isn't really all that specialized, and benefits from crafting even 10*s.
And then there's interesting cases like Ra/Br using crafted Faren Frein + 4 piece Zieg Set + Braver Mag to get a Deadly Breeze pot weapon. Ra/Br is definitely not in a position to get Crit and it's a meta build. Of course that one needs to be run by the damage calculator to check whether it's a worthwhile gain over Southern Cross. Will probably be behind Solid Ricarb but Ricarb seems to be in another price category altogether.

I am not saying Dex mags are totally useless, just if you don't intend to buy a mag or 2 extra a dex mag may be a bad choice given they work on few builds.
Bo/Hu has access to Crit, so may benefit more from from a attk mag, I may have this wrong but doesn't Switch strike change it from T-Atk to S-Atk rather than just adding S-Atk?
The ranger case though as you say is behind some of the higher end gear that people may be aiming for, as such unless you have spare mags to swap to once you get that gear you may be better with a pure R-atk mag and being slightly below on the damage front until you get there.
Nothing wrong with having a Dex mag, though I would say only if you have at least a couple of mags. If you only intend to have 1 mag a pure stat one may be the better choice
A Bo/Hu spends 6 points for 30% crit from field at 7/9 uptime - lets not count that first. But after the field, it needs to spend 20 points to get 50% crit.
Taking the absolute worst case of variance - 482 enemy Dex, 8* boots. That's a 50% chance to convert 632-924 ATK to a flat 924 ATK. Average gain of 146 ATK per crit x 50% average crit chance. 20 points for 73 SATK. It could have done a lot better getting SATK Ups.
Crit Field itself would be a 146 x 30% = 44 SATK. 6 points for 44 isn't bad, but 7/9 uptime and still behind an SATK Up skill after buffs.
And remember it's not 26 points crit skills vs 5 points Mag skill; it'd be more accurate to compare 26 points crit skills vs 25 points Mag skill + ATK Ups. The Mag itself is already a 48 average ATK gain over an SATK Mag. After throwing in 20 points' worth of SATK Ups, which would likely be a further 150 ATK, there'd be a big difference.
Of course if enemy Dex is low enough that a Dex mag is overkill, then Crit would pull ahead because it can maximize a 90% roll to 100%, but then it'd be significantly behind SATK Up spam.
Without Fighter main with Crit Strike, Crit is just not worth the investment, even when using crafted weapons.
But yea pure single stat ATK mag is more universally compatible.
