So I had issues with getting the proxy to work and fixed it at some point and now that I don't need it I can't seem to get rid of it what so ever. Has anyone else here had this same issue?

I think it can be an issue with your anti-virus or firewall preventing the modification of host files if the option of "Revert PSO2Proxy Settings to JP" isn't working right. Disable any that you have and try again.
