YES, Heretic Queen looks EXACTLY like what I want:
Now, if it's a costume, hopefully it doesn't cost an arm and a leg.
Let me make a point here. This picture is of a Tier 3 armor in Rappelz called the Anger Robe:
Roughly 95% of armors in Rappelz have the same trend for female characters: Exposed breasts, showing off thigh skin, and high heels. This is generally what it looks like.
That is the Heretic Queen.
You'll want either the default one [ ヘレティッククイーン ]
or the crimson one [ ヘレティッククイーン紅 ] & then just use a Color Change Pass (you can trade any non-event Rappy Suit to get one Color Change Pass) to change the primary color to black.
The default one has red & black trim/highlights & the crimson one has magenta & yellow trim/highlights.
At the moment, Heretic Queen is a Non-Cast Only outfit.
Edit: I got ninja'd :/
Spoiler!
Heretic Queen can be customized, this was recolored to match hair:
Spoiler!
What does that mean, Non-Cast? A Techer can't wear one?
And Lonely, it looks ordinary because it's Tier 3, which is level 50-80, very low levels. But even all the way up to Tier 7 or 8 (140+ is considered high level), these armors follow the same trend for female characters.
A Cast is an android. So, any race besides those.

Take a look through there. Has all currently available costumes and if you find a design you like just click the link under it's picture to show the rest of the available colors.
A good portion of the female clothing most likely won't appeal to you though, but there's still some stuff in there you'll probably like.
PSO2 - Ian: Level 90/90 Human Bouncer/Hunter
Outfits only check for your race and gender. Basically, they fall into four different categories.
1) You can wear it regardless of race and gender.
2) You can wear it regardless of race, but you have to match the gender.
3) You can wear it if you're a human/newman/dewman, and if you match the gender.
4) You can only wear it if you're a cast, and if you match the gender.
The last one is for cast parts, which are unusual among outfits in that there are three categories (body/arms/legs), with which you can customize your cast's appearance.
And with the armor, what I meant was, what's the problem with it? I don't see it as skimpy or sexualized at all. Hell, it even looks like it would be pretty fashionable.
