It's not that the vast majority of English-speaking players are on ship 2. Only most pso-w people are. Ships 4, 7 and 10 also have significant English communities. Not as visible as the ship 2 one sure, but sometimes that's not exactly a bad thing.

Most English speakers I know on Ship 2 don't go to PSO-World.
Some of them say they would never go to PSO-World.
