Voice chat will be sony friend party only, just like the other MMO's on it, well besides Elder Scrolls, I believe that has in game voice chat, but not sure.

If you go to pso2 options in the launcher or tweaker you can configure them from 1 to 5, and then activate or deactivate other effects in game.

Gaming consoles are nothing more than specialized PCs. The only things that ever separate them is unique hardware like controllers.

Given that controllers have absolutely nothing to do with graphics, saying that only the PS4 can handle the new graphics would be an outright lie on SEGA's part.

I think SEGA is taking advantage of the PS4 AMD GPU features like asynchronous compute which explains the additon PC Stage 6 setting. All AMD users having GCN 1.0 and above would receive that benefit while Nvidia GPU may struggle.

I don't think so, Asynchronous Shaders and other ATI dependant Technologies are a Pretty damn nice Technology but if they use that they would alienate a pretty large part of their Userbase (those with older Ati or Nvidia Cards).
They would also need to rework large parts of the Graphic Engine, if not remake it from the ground up, I doubt Sega is willing to put in that much effort sadly.
