I think the reason is, men are expected to look tough, and women are expected to look pretty. But since you mainly play as warriors, everyone gets stuff to make them look tough. Along with that, accessories are added to make characters pretty. But since men aren't allowed to wear the prettiest of it, more stuff is given to women. From there, people realize women have more options, so more female characters are made.
When I first came across a game with with purely cosmetic genders, my thought was "Why pick a man when a women can do the same thing and look better doing it?"
