13* gal wep pot general question

hi all,

just been reading around about diff wep gal pot translations and it seems like there are 2 choices for interpreting the wording on the pots:

taking the very close range pot for wand for example:

1. 25% crit rate and 12% OVERALL POWER? (at proper range)
or
2. 25% crit rate and 12% CRIT POWER? (at proper range)

from what ive been seeing from my own gal wand it seems like choice 1 or overall power at proper range, but i could be wrong. of course for fighter's ds and gunners tmg this wouldnt be an issue since their crits are so high but for other low crit rate classes if choice 2 is correct this could be important.
