I'm a bit confused about this update, what exactly is this new store, and what's it talking about npcs in the streets of Tokyo?

It's a new sub-area of the lobby called Franka's Cafe (she's the NPC who wants you to collect enemy parts for cooking utensils and various dishes)... by using various gathering points, you can collect fruit, ore, etc. that can be used to create food and rings for you to use.

They don't bother me much either. Every once in a while there are some I feel stand out too much, but not enough to comment on it every time.

What do you mean by sub-area? Like subscribed/premium only?

I'm usually surrounded by people who are annoyed at the outfits always having something ruining them.
