getting a 13* is only half the battle. you still need to max element and grind it which cost meseta. Not to mention the es 13* rate is like eating a chipotle and expecting not to use the bathroom within 24hrs. But of course that kind of info won't satisfy you, so yes, Technically it is "kind of" pay to win, but its still all RNG and limited to 5 tries a day not including the free try.

Pay to ease the pain of grinding stones? yes, pay to instant super op weapon? unless they drop pre-affixed, grinded to +10 (cause fk u dudu) and full element, you´ve got a long way to go.

Not to mention the actual chance of getting a 13🌟 is as low as you can imagine from a mobile game.
