Can't download update/7za not downloading.

I have tweaker in an empty folder on my C;/ desktop

I have PSO2 installed in my E:/

Tried running as admin, using W7

When I open the tweaker, after having completed a file check, I get this from my tweaker :



If i try to start PSO2, or update the english patches, this pastebin gets returned.

I'd assume it's university internet issue, but I managed to download the torrent fine.

7za within my tweaker folder seems to stay at 0 bytes no matter what, indicating it doesn't get downloaded.

Any way to download the updated 7za file, or all files directly?
