To be honest, maybe it has to do with the PSU 13*s, because a lot of those quests require enemies from Harukotan, so I imagine everyone jumped to this to finish those faster.

Probably what Zysets said, but any emergency will empty other missions in this game. Emergencies are designed for leechers, so one should not be surprised. Also, the riding missions are already becoming very unpopular; I don't know, maybe it has to do with the fact that after 15 runs under 280% RDR, the gauge on the collection files has moved up by 30%...
