Question about patching ( have weird thing happen to me recently )

Hello i haven't played pso2 since December and was wondering if its normal to have a update of 38gb?

My win32 folder is empty i remember it being filled with like 25 gb or something in there did i do something wrong?

1)should i patch using the Japanese launcher and let it auto patch before i go to tweaker? or should i use tweaker to patch

a) old vs new method of patching whats the recommended one?
