Given EP4's blatant "Youth Power" theme, ARKS CiC being a teenager isn't surprising.
To be fair, all ARKS members are probably hella genetically engineered so it's no surprise why everyone in the lore is so talented and attractive... for the most part.

CCIII can't age physically. In EP4, she says that as a result of being a clone she's stuck with her current physique. She might already be of the right age for marriage already but her physique and personality makes it hard to see that.
Phyiscally impossible to age due to being a clone. Man that is a new one. Sega really screwed the pooch on this one.

Gotta keep them loli fans happy especially since Aurora isn't in EP4. Plus, CCIII's VA is Aoi Yuki whose voice is well suited to little girl characters.
It would be pretty weird (though, really funny) if we were to hear the same voice in a body that's more similar to the noticeably more well-endowed Sara.
Aurora is a photoner, why in the hell they didn't make her relevant in ep4 lol
