I didn't change anyone but gym leaders, since I don't feel like Silver or Team Rocket should be any more special than they are.

I found another game breaking bug. The final grass move will crash the game. My fix will, fix that.
Along with that, there were problems with Whirlpool, and the Elite Four are borderline impossible. I added some fixes to those as well.
