I've heard it's Japan only...
Never seen it at Fry's in the US or anything, so I guess the rumor I've heard is correct on that one

I could hook you up with a copy... I'll get it from the same place I got a full copy of FFXI(Heh, all most of you americans have is a beta, nyah nyah).If you don't mind the disc looking a wee bit like a CD-R...
But from what I've heard, the hacking on PSOPC makes the hacking on PSOX look like an 8-year-old with a duped Varista +2 walking around shouting "I'm leet! I'm leet!"
Just a heads up if you plan to obtain PSOPC through imports or sub-legal services.
Put it this way, if you wanna play PSO PC, I think its a requirement that you know how to hack, just to save your characters from all the other hackers.

Or atleast having a machine monitoring all ports at all times. And making a loud siren the second something it doesn't recognize touches your connection.
