Does Luck affect Techniques?

I apologize in advance if this is explained on the site; I couldn't find the answer.

I know that Luck can affect how often you achieve a critical hit, but does it affect Techniques? For example, would high Luck allow my Rabarta to freeze enemies more often? Or does only the level of the Technique disk matter?
