sega could get rid of hacks and stuff like that but not dupes. Dupes are like the exact same thing so it couldnt be done...unless they took out all glitches. One thing they could do is remove that one NPC

Removing that NPC won't do much, one could just use another one. Sure, it'd take longer, but there are people out that would still do it. But, even if they did manage to make the game completely bug free (next to impossible, as most programmers can tell you), one would still be able to dupe, since the saves are stored in the hands of the user.
