When Ep I & II first appeared in game news, it was to be a NGC exclusive. Sega first leaked news about it when v.2 launched, and they originally planned to link up NGC and Dreamcast servers so that players could chat and play games with each other across platforms... but because of cheating in v.2, they nixed that idea and instead added a bunch of new content like the three new character classes.
Ep I & II for the Xbox was announced a few months later.
