I've assumed they are some new enemy added by a quest unreleased on XBOX, but what exactly are they and what quest adds them? I could not find any info on them in the bestiary guide section.

They are Meriacol variants found in the Tower Quests.

I myself didn't know they were rare... PSOW should put em in the Rare monsters section

Ya I lied, they are rare. I guess everyone is so lucky that they find them everytime they do the tower quests.
I believe during Famitsu Maximum Attack 2 Mericarol variants could of been considered rare. If I remember correctly, the first room had one of each (Mericarol, Merikle, Mericus), and then all the other Mericarols throughtout the quest had a random chance of being a variant.
During the Control Tower quests, however, Merikle and Mericus are set monsters. Certain ones will always be variants, other ones will always be a regular Mericarol.
I'm not entirely sure though, maybe someone else remembers.
Merikle, Mericus, and Mericarol. The first two made there debut in Famitsu Maximum Attack 2.
Taking the Jungle route would randomly spawn them, while taking the "Boss" route would guarantee all three in one room.
They also appear in predetermined locations in all of the Central Control Tower quests.
These monsters are not rare monsters, just as Ill Gills and Del Lilies are not rare. They are quest monsters. They cannot spawn outside of a quest.
From normal to vhard, Merikle will freeze you while Mericus will shock you (their projectile attack).
In ultimate, it is instant death just like Mericarol.
Each has it's own drop.
