XBox: Cannot Purchase Hunter's Licence (No.406) - XBOX

I have an Asian XBOX that runs Japanese games. I've just bought a LIVE starter kit(JAP) that came with a copy of PSO(JAP). For some reason, I cannot connect to purchase a hunter's licence to play online. It connects and then display a message similar to this:

(code 406)
Unable to continue
Please press A to continue.

I hit A and it goes back to the title screen. My Live settings are fine because I can run other games on it like Rainbow Six and Project Gotham 2. I have noticed a few other people are having the same problem but they don't seem to have an answer to this. Has anyone solved this problem?? Please help!

Have you manged to get X box live running?

in the account settings there is an option ofr premium services, you need to have this turned on if you want PSO to work online.

Yep, my xbox Live is working fine cos I can play other games online without problems....and the 'Premium' setting is on enabled already...
