I remember having problems too finding a Lv 15 Shifta, way back to the DC days. Just keep playing and take a look at the shop sometimes (use a FO is you have one, they often can buy Lv.15 techs).

I thought in DC v2 it was also possible to find in ult forest... Try it... Dunno for sure. I know
I had one lvl 15 tech to fin, it was barta, cost me till lvl 120 to find it...

You can't buy level 15 in the shop. I only found level 15 techs in the ult forest or very hard ruins.
