i know that Peko the Arkz FOnewm's special ability was reduce a tech by one point to use, and his wep. the hildebear cane also has the same special ability. So i was just wondering does that mean he can get it so it will take off 2 points? or can that not be done? just wondering could some one plz help me out with this problem.
arkz weps are just for show, they do nothing except sit there and be see through brown.

They also are your attack animation if you were to use them to attack as the ARK Character.
Like Break's sword, you see a sword animation if you were to attack something with it.
You use the Hildebear cane attack animation if you were to attack with that.

And normally they try to match either the range or abilites of that weapon to the Arkz character ones.
With the exception of Rio having Yasminkov 9000M but her range is 1 square less.
Does Pecko's ability also affect his summoned creatures, or just him?
It doesn't affect him, or anyone.
I'm talking about his -1 action point on techs. When his creatures are using techs, does it cost one less, or only for him?

Same answer, just affects the Story Character. The only abilities that affect their enemy cards are Creinu's heal 1 HP a turn, and Hyze's all squares around gain 1 AP ability.
