Can you find rares while using dupes in PSO+?

I know I've read something about not being able to find rares in PSO Plus if you were using hacks or dupes. Is this true? I've been thinking about it lately and noticed I haven't found any rares in a very long time. I play mostly offline, if that matters.

if you spend a bit time in cheater section, your answer is in one of the many topics we had..
but i guess you didn't, that's why this topic.. =|
well, dupes don't affect rares or drop rates, but hacks might..
