Yeah, so.... I finished this thing weeks ago, wonder why I never posted it. -_-;
Tried to list all items that are 'best' in some way. Listed weapons for people that don't like Charge/Berserk/Spirit, listed weapons for those that do. I tried to cut down on subjectivity as much as possible, but still I did not do any of the C-rank specials or FO weapons for non-FO's. Call me a hypocrite. xP
Oh yeah, I took into consideration what weapons have reduced specials, and tried to list non-S-ranks as much as possible because of the possible hit percentage. Ehh, for all the specials for which I did not list non-S-rank options, take a high-hit ??? Raygun/Laser. for Charge/Berserk/Spirit change that to Vulcans.
I'm not sure if I have Kef's seal of approval yet, I changed some things to what he thought, but didn't agree at other points. If you want to argue something so I'd change it, go ahead.

A few things:
-Lavis Blade pwns all daggers, you list Lavis Cannon for Sabers but S-Rank Blade for Daggers, something's wrong >_>

-For hunters, you list S-Rank Katana (Harisen, Hammer) for Katanas, but then only S-Rank J-Cutter for Slicers, it would make sense to list S-Rank Slicer, especially since it is not obtained from the same episode.
Same can be said for S-Rank Axe/Saber.

-Hunters and Forces except FOnl, Ancient Saber is a good exp-stealing weapon thanks to the range of the special attack.

-Demon's/Devil's: Black King Bar, Demolition Comet ?

-Hell: Yamigarasu, Sealed J-Sword

-Yasminkov 7000V in Guns >_>?

-Rifles: you only listed one, Yasminkov 3000R because it has the best ATP, but it has no special attack, Ano Rifle and Bringer's Rifle have excellent special attacks, they are more likely to be in a Ranger's optimum equipment.

-Handgun:Milla and Handgun:Guld should be in the HP/TP stealing lists, they are extremely useful for that. S-Rank Shot, too.

-Demon's: Bringer's Rifle >_>; it's the only special weapon in the game that has this special, come on.

-RAmar shields, Secure Feet, best EVP RAmar can have.

-If you list Burning Visit in bazookas, do mention it penetrates and does not combo.

-Android Rangers, Bazookas, Panzer Faust > Flame Visit (or Iron Faust > Burning Visit).

-Forces: Agito 1980 is better than Agito 1977, ATA is a lot more vital than a few ATP points, especially on melee Forces.

-Forces, Daggers: Why did you change from P-Arms's Blade (Rangers) to Twin Chakram (Forces) ?

-Forces, Rifles: Bringer's Rifle should be mentioned, just for the fact that it's the only weapon that has Demon's as a special.

~ Gal Wind should also be in the Sacrificial Special area. It uses HP to launch powerfull attack waves.
~ Already mentioned: Anceint Saber is a good Saber.
~ Also mentioned: Booma's Claw can be placed for claws (ugly though).
~ Prophets of Motav is actually stronger than Magical Piece.
~ As said, Gal Wind is better at Sacrificial Damage than Guardianna.

Skorp: Listed Gal Wind. Motav suffers from variable ATP, badly. Ancient Saber may be good, but not better than Red Saber.

RicoRoyal and Uriko: Luminous and Smoking Plate are good, but they are inferior to Aura Field. Don't mention its animation, I know, I hate it too. xP

I didn't list Ancient Saber because it's not any better than just any nice King's Raygun with hit, let alone S-rank Mechs and the such. It's a single single hit weapon, might as well go for unreduced S-ranks. ._.
About Demon's, I think a 9-hit per combo Demon's is better than a 6-hit per combo Devil's.
Listed SJS, but Yami just isn't better than a Raygun for Hell.
I know 7V is technically a Rifle, but it isn't really used a one because it doesn't have a Rifle's range. I listed it by use. Should I change it anyway?
Didn't list Ano because it doesn't have better ATP than 3R (the difference isn't that small as you're saying), nor is it better for Arrest than a Laser or S-rank. x_x

I know you don't like my not caring about rarity. But hell, should I list SJS (<_<), Red Sword/Chain Sawd, Dragon Slayer, the Flowen's Sword replica, and all five common Sword weapons just to keep all levels of rarity into consideration? I refuse, that's listing all items in the game. Want a good sword? Go to item comparison, check if you're willing to find the strongest sword. No? Check the next. I don't think that should be included in this guide.
As for special attacks... If you want to be picky and want a twinsaber with a certain special, sure, go ahead, use databases. But don't expect me to for each class list weapons of all types, of all rarities, and all special abilities. If you want a weapon that has both Chaos and good ATP (just an example), go check databases? This guide would like for you to switch weapons.
Otherwise it's impossible to make something like this. ;-;
