Each person that hits level 200 adds one grind to the saber and then passes the saber on to the next level 200.

Other level 200 players include Skide, Blessed, Tiger Eye, and a host of others.

Mad Dog hit 200 with his Humar (did Shyning Force?)

Not sure if Sanzo finished his Humar, he was very close. Same with Liquid Bacon.

There were many others, I just can't remember all the names right now.
