PSOBB: How can I access the ruins 1-player quests?

I've beaten Vol Opt in 3-3 and in just a normal dungeon. Why is it that I can't access Doc's Secret Plan and the rest of them?

I don't know too much about Blue Burst but I know that you have to go in Solo Mode. Also, have you beat the required quests to get the ruins quests?

Do government quest 4-1. After that, Ruins quests will unlock.

Eh, I hate 4-1. I got all the way to the last room by myself and it was so hard with all those Belras and Sorcerers. Then I had to dc. Anyone willing to help me whiz through this quest? If so, IM me on AIM at the moment u can.

But yeah, 4-1 should unlock the Ruins quests if I remember correctly.

to access the "offline" quest, select one player mode when making a game. Then you can progress as per usual.

he's most likely talking about indi belras. those just shoot and dont walk. now the normal to vhard belra walks around, thats right.
