If you had to pay for the game, it wouldn't be much of a prize There are sites taking pre-orders which do provide international shipping. We would likely go that route, assuming it applies to the country in question and the required version is available.

The US version, unless special arrangments are made for a different version (ex: winner is in a country where the US version is not supported). If a winner is in the US, or a country where the US version would be distributed, and would prefer an import copy, we could potentially work something out where they pay the difference and get an import version. I hope that answers your question
