I can't believe PSOW isn't making this public yet. You cannot play the Japanese version of PSU until you can get your hands on Japanese NetCash cards (sold only in Japan...or Yahoo! Auctions Japan).

Non-Japanese credit cards will not be accepted. Trust me, I've tried using SegaLink for other games and they did not work. This new SegaLink policy has been in effect since November 2005.

GaijinPunch kindly got some for forum members when he was over in Japan. Speaking of which, I still need to find a PC and enter them on SegaLink as it doesn't work with Macs.

Yeah, it's an IE only thing. You can access the page w/ Firefox, but the behavior sucks, so I just use IE (for SegaLink only).

I might have an extra 3000 yen card as well. Just gotta remember where I put it.
