Thanks to TedEdFred for testing this crap for me, at risk of fooking up his own characters =3.
First saves to card B (Pretty much leaves a ghost that is unplayable until the character is manually transfered back) and then saves to card A.
Make 3 new item mule characters (name them something convenient, like HolderOfMAGs) on a memory card in slot A.
Put this memory card into slot B.
Transfer the characters in slot B to a memory card in slot A using the offline multiplayer option.
Delete the character data off the card in slot B using the gamecube memory card manager.
Now you're free to make 4 main characters on both cards at your leisure. Wheee?

Terms:
Temp characters: Can only play in multiplayer offline from slot A.
Main character: Can play in both multiplayer offline and online from slot A. Can be transferred from slot B to slot A's temp character's slot.
About capacity:
"Slot a" can hold 4 "main character" and 3 "temp characters" that are for multiplayer offline. When choosing multiplayer offline, online characters on a memory card in "slot b" can be transferred to one of the three "temporary character" positions in "slot a". So, three friends using more than two memory cards can play multiplayer offline together by transfering their characters to "slot a".
About the transfer:
The character is "cut and pasted" from slot B to slot A.
When you want your character to return to slot B, you have to go back to the character selection screen for multiplayer offline and select your character in slot A's temp character window. Three options, displayed like the v2 dreamcasts "Ok/Cancel/Dressing Room", pop up giving the option to either play the character or transfer it back to slot b.
The memory card in slot B has to be the original card used to send the character to slot A. So, this method can't be used to move online characters to different memory cards.
